I'm originally from Ottawa, where we decided to build the arena for the senators in the middle of farmer's fields. The location is totally unappealing. Even if they had decided to build it nearer the suburbs, to add some life, it would have been much better. Instead it's near no one. I suspect these kinds of decisions have to do with short term planning and an unwillingness to pay a little more in upfront costs for a better long term solution.
